funds for high school construction to Richmond on June 15 and had reviewed the application with two people there.
Plans are proceeding for an auction of school equipment, Estabrook said. He had checked with neighboring school districts and an attorney, and found out that the auction was an appropriate, successful way to make money from unused school property. He said that the auction will be planned for July.
The Rappahannock school system closed its books with a modest $888 balance. Tuesday’s meetings gave the board an opportunity to pay final bills with money that the supervisors agreed during special session on Monday to transfer between categories.
Nancy Reeve noted that there was something wrong with a system that did not allow the schools to use endof-year unexpected money to make up for some of the funds taken away from the hardest-hit categories.
“We’ve turned back in thousands and thousands of dollars of basic aid,” she said. “After cutting our budget to bare bones, we should be able to make use of state money not anticipated to give us some breathing space and grant reasonable requests that we cut.”
Estabrook explained that money belonged in the general fund even if it was education-generated revenue, unless it had been appropriated and authorized for expenditure by the supervisors.
Massie said that other counties had a special fund where they put their education-related revenue that had not been specifically authorized for spending.
“Sometimes they call it a sinking fund,” she said. “And they use it for special projects or unforeseen emergencies.” She said that the Madison County football stadium had been built with this kind of fiind.
The board passed a motion to pay its final bills.
After a long executive session, the board passed a motion to hire Carol Louise Nowakoski for the physical education position at the elementary school.
Present at Tuesday’s meeting were Massie, Estabrook, Campbell, Oliver, Reeve and Randall Updike.
