waterways, the services, and the general environment of the county far beyond the borders of the project, representing a subsidy by the residents of the county to the project greatly in excess of any benefits to be derived by them.
RLEP opposes the proposed Rappahannock Group Home project in its present form and calls upon the Rappahannock Board of Supervisors to utilize its zoning authorities to forestall the adverse effects referred to above by denying approval of the project and implementing a zoning policy which embodies the principle that any such development in tide rural area should be self-contained, supplying its own water and wMte within the boundaries of the project itself.
