The Authority, however, will not enter into final contract, member James White said, until “after we know we’ve got the (EPA) extention.”

Baumgardner discussed a letter from McGuire, Woods & Battle, bond counsel for the project, assuring Authority members a grant-anticipation loan for the project would not cause debt to Rappahannock County and its taxpayers should EPA default on reimbursement.
