The present zoning ordinance (1973) with its 60 pages of controls and regulations, has probably done more than any other single thing to discredit the apparatus of local government in the minds of many Rappahannock residents. It has developed in these residents a strong feeling which was without precedent in this county-a feeling of rejection and rebellion.
This was a shift from the old and accepted identity of the citizen with the neighbor he put in office, who understood his daily problems and administered a county system of ‘live and let live.* It’s replaced by a new system in which an alien hand imposed upon our people a system of controls over their daily lives backed by force and fines.
And now comes a new, 210-page version of George Orwell’s l98i, in 1984, to replace the 1973 ordinance.
Planner Me Near brings us from across the Rappahannock River an encyclopedia of increased control and regulation, with quadrupled fines for violation, with the burden of proof switched from the accuser to the accused, and with provisions so complex as to be generally incomprehensible to the affected citizens who will be entangled in its tails later on.
Now Mr. Me Near and his supporters on the Planning Commission have felt the first heat of rejection and rebellion. This heat will inevitably become more intense in the months ahead.
