The WSA decided to have Wayne Cilimberg, executive director of the Rappahannock-Rapidan Planning Commission in Culpeper, and Gerhart get in touch with Johnson and Baumgardner a few weeks before the next meeting. At that time, if there are still some people who have questions, Gerhart and Cilimberg will meet with those landowners in an attempt to explain where the collection lines will go.

Auditor

The WSA also received a report from the Authority’s auditor, Dennis A. Bailey of Orange. “The audit has basically gone fairly smooth in certain areas, and in other areas it seems to be a little lacking,” Bailey said. “For the period from July 1, 1983 to June 30, 1984, I’ve found out that we have all of the receipts, dispersals and other documents.”

Bailey said that the problem with the audit involves determining a beginning balance for the Authority due to the lack of a formal set of books before 1980 and between 1980 and 1983. Bailey said that he would take the balance from September of 1980 and add all of the dispersals and other documents to get a beginning balance.

“Then I would suggest that from this point forward, you have a formal set of books because in the past you were supposed to have a formal set of books, but being a voluntary orgnization like you are, you have other things on your mind,” said Bailey.

Dennis said that there was very little income during that period, which will limit the number of transactions that Bailey will have to add up. Bailey said that he will also ask the Environmental Protection Agency for information from the period in question. The audit should be completed in the next few weeks.

Other Business

In other business, the Authority decided not to ask to be included in the county’s budget. The Authority also authorized Cilimberg to obtain insurance and bonding for himself and Authority members through the county’s insurance company.
