While this specinc gambit — the formation of the committee — had not been foreseen, some move of a fairly dramatic nature by the Baliles camp had been anticipated. Babies’ opponent for the nomination, Lt. Gov. Richard Davis, is generally regarded as holding a lead of perhaps substantial proportions in the struggle for delegates to the state nominating convention.
That convention will be held in the Richmond Coliseum on June 7-8. The delegates, however, will be chosen at party caucuses which will take place on March 30 and April 1, just three weeks from now. While unlikely, it is possible that one of the gubernatorial candidates could wrap up the nomination at that time.
Thus, with Davis reportedly well ahead in fund-raising, in the support of the various constituent groups which usually turn out for the caucuses, and in the breadth of his appeal to party regulars, it has become imperative that Baliles take some action to broaden his own support base.
