(Continued from Page 4) and present budgets of this “shell game” being played with public funds and it has got to be stopped by the three letter signers along with the two Supervisors who did not sign the letter. It has to be done THIS YEAR (before June 30), not NEXT YEAR, when some Supervisors have suggested that they will get this fiscal mess straightened out.
Besides investigating and correcting the items the three Supervisors specifically mention in their letter, it is imperative that they:
1. Adopt a firm county policy, for the 1985-86 budget and subsequent ones, that the School Fund budget is and will be approved by separate categories to compel the Superintendent and School Board to come back to the Supervisors, with full explanations and justification, before they shift funds from one category to another within the budget and form one item of expenditure to an entirely unrelated expenditure item not contemplated or anticipated by the appropriating body (the Supervisors).
