This is in direct violation of \ a. Code 15.1-160 which clearly states that. "The governing body shall prepare and approve a budget - containing a complete, itemized and classified plan of ALL contemplated expenditures - for the ensuing year....” 15.1-161, immediately following in the Code, then proceeds to tell the Supervisors exactly and in detail how to go about it. This is not being done and the numerous blanks we?f left with the concurrence of the three letter-writing gentlemen! And. thus, these public spending scams, one after the other.
If the Supervisors would approve the School Fund budget by separate categories, as they are invited to do by 22.1-94 of the Va. Code, we would not have these irregular transactions such as the $110,000 allocated for a new school roof that got directed elsewhere with no roof yet in place but with the taxpayers to tie taxed again for this same item when the roof is built, as it must be, or the $84,000 in architect fees for which the citizens are to be faxed once and then once again when they are taxed to pay off a literary fund loan which will incorporate the past
