McDiarmid of Fairfax, presently chairman of the Education Committee. If. as expected, she moves up to take over Appropriations, Del. Alan Diamonstein of Newport News would be next in line to chair Education. But Diamonstein is already chairman of the General Laws Committee, a post in which he appears comfortable and where he is expected to stay. Thus the third ranking member, Del. J. W. “Billy” O’Brien of Virginia Beach would likely be the next chairman of Education.
Manning is presently chairman of the Committee on Counties, Cities and Towns. His defeat opens the way for Del. Mary Marshall of Arlington, the committee’s second ranking member, to assume that chairmanship. This would make Del. Marshall the second woman to head a standing committee. The first, of course, is Del. McDiarmid.
None of this can be said to be firmly nailed down until after the November elections, but most of the prospective committee heads are unopposed by Republican opponents. With the June 11 filing deadline passed, Marks, Smith, Diamonstein. O'Brien and Marshall have no GOP opposition.
