delivery’ Carl Hofer will be reluctant to criticize rural bureaucracy. At least not after what happened last week. Hofer, who lives in McLean — and probably endures more than his share of red tape — owns some property in Jenkins Hollow. So, when it came time to pay his real estate taxes, he mailed his check to the Rappahannock County’s treasurer’s office in Washington. 4 Simple enough. Hofer says he wrote and mailed his check on Sept. 23. The next day, it was stamped as paid by treasurer Frances Foster. Then, the foil owing day, on Sept. 25, just two days after the check was *kent here, Hofer checked his mail to find an eye-opener: his receipt of payment. “It couldn’t have been much faster if I brought it down there myself,” he said this week.
