Proponents believe that it is unfair to restrict a source of safe and inexpensive housing so that it is not available to people in rural areas. Rappahannock’s Senator, Kevin G. Miller, recently said<that he thinks Rappahannock and other counties have gone “too far” with such zoning practices. Opponents of the bill feel that the state should not set a precedent of removing local zoning authority; that this would contradict respect for the principle of local government. Urban areas, they point out, would be allowed to continue to locally regulate siting of mobile homes. ,
