Although both Mr. Dunlap and Mr. Hicks said they did not expect the bill to be revived during this session, that was before Sen. Miller convinced Sen. Russell to move its reconsideration.
Sen. Miller said Sen. Russell, who voted twice to kill the bill, asked that it be reconsidered as a favor to Sen. Miller and the committee, “out of courtesy.” The committee agreed by voice vote.
Sen. Miller said his amendment will improve the bill by striking any reference to mobile homes and adding a section “that does9away with the fiction that a double-wide, off-site constructed unit of housing is a mobile home.”
