The deposit system, in effect in nine other states now, was considered by proponents necessary to end the direct threat of container litter to automobiles, bicycles, pedestrians, and farm animals and machinery, and to relieve the burden on local landfills and solid waste systems. Opponents say it would not have solved the problems as stated; bottle bill supporters have rejoined that they will be back again in Richmond next year.
