Sen. Robert E. Russell (RChesterfield), who had cosponsored the bill, voted against it. Sen. A. Joe Canada Jr. (R-Virginia Beach) abstained and Sen. Madison E. Marye (D-Montgomery) was absent. , “Damned if I know,” answered Ron Dunlap, executive director of the Virginia Manufactured Housing Association, when asked what happened.
“I had some definite commitments and they didn’t honor their commitments.
“We were really surprised. We expected to come out either 9-6 or 10-5 in our favor. ”
The bill pitted representatives of the manufactured housing industry against local government officials and their lobbyists, who argued the measure would usurp local zoning power.
That also was the opinion of Sen. Waddell, who voted against it both times. He said some minds were changed over the weekend, during a legislative tour of the Richmond area.
“They thought they had the votes when they got Lambert,” Sen. Waddell said. “But there are all kinds of cross-currents at work down here.”
“I think some people got some pressure from back home from people concerned about the legislature mess-ing in local zoning matters,” said C. Flippo Hicks, a lobbyist for the Virginia Association of Counties.
