According to Dr. Gangel, the general pronouncements from Richmond will have to be explained and, depending on the reaction from school administrators and local government, the specifics might be revised further.
As an example, the standards now state that “fund-raising activities which involve elementary students in door-to-door solicitation shall be prohibited.” Dr. Gangel said he would interpret that to mean the seventh graders at Rappahannock County Elementary School could no longer sell magazine subscriptions, tapes and other items that have been traditional fund-raisers for the class trip to Williamsburg. “But the pressure might be there” to convince the Department of Education that the prohibition should be restricted to kindergarten through fourth grade or that sixth and seventh graders should be exempted, he added.
The new accreditation standards, approved in June by the State Board of Education, become effective in 1988-89; that is, youngsters who are ninth graders that year will have to comply with more stringent graduation requirements.
