The delay is attributable to the reaction this plan has received, Dr. Gangel said. “There are school divisions that will still be deficient even though they’re trying very hard,” he saitj, guessing that the criteria will include the annual administrative review that gives schools a ranking of either accredited, accredited and advised or accredited and warned; standardized test scores; scores on the new “passport” testing for promotion to ninth grade; minimum competency testing and drop-out rate. Inner-city schools in particular may have difficulties in earning a “passing” grade in these categories and may be judged educationally deficient as a result, but Rappahannock’s public schools - whatever the evaluation criteria - should be ranked “commendable,” Dr. Gangel said.
The identification program is the only component of the new accreditation standards postponed until 1990-91. The new requirements set to take effect in 1988-89 include:
