He stressed that the concept of a balanced budget is not really unusual. “It requires the same discipline as the 43 states which require balanced budgets.” It would mean that priorities would have to be established and spending limited to the amount of revenues.
Asked if he believes that, given the political realities of special interests and reelection considerations, Congress could establish those priorities, Mr. Slaughter said yes. “It’s a lot easier to say ‘No’ when you have a Constitutional amendment to contend with.”
He proposed that, to reduce its immediate impact, such an amendment be phased in over four to five years. In that time, he added, without increases in programs a lot of money could be saved.
Catastrophic health care gains
Mr. Slaughter told the group that plans to provide insurance coverage against the soaring costs of catastrophic illness have gained momentum in the 100th Congress. Several plans, one of which was sponsored by Rep. Slaughter, are being considered.
