The Lincoln document, which also was signed by Secretary of War E.M. Stanton, a Union surgeon, brigadier general and 13 soldiers in the 140th Regiment, Pennsylvania, is sealed under glass.
•It concerns a private, William S. Shallenberger, who was injured several times on the war’s notorious battlefields — Chancellorsville, Gettysburg, the Wilderness. In the last battle, Shallenberger received a crippling injury, but the surgeon thought the soldier could continue to serve the unit in a different capacity.
*sHe recommended that Shallenberger be appointed paymaster. Since this soldier would be handling money — and the government was cautious about who dips into its coffers — the recommendation went clou* to the top.
