“The number one responsibility of Congress under the Constitution - and where it has its greatest influence - is in the powers of the purse,” Rep. D. French Slaughter Jr. said Friday.
The Seventh District congressman said that he feels Congress is seen as “doing a very poor job for a number of years” on that score, “and unfortunately, I do not think it will be better this year.” In fact, he added, “I think the deficit reduction will be less than in 1986. Last year was not great but it was a tangible beginning.”

Congress must impose financial discipline on itself. We must sit down and make choices. It is very difficult process,” he said, “but it is the only way to get out of it (the deficit situation).”
Asked about the present mood of Congress regarding an amendment to the Constitution to require a balanced budget, Rep. Slaughter replied, “There is some support for it, perhaps 230 to 240 votes, but not yet therequired two-thirds majority.”
