Mr. Faircloth is vice-president of Winslow Inc., a Stafford-based company which owns and manages mobile home parks in Virginia, Tennessee and North Carolina. He and his supporters, principally the Virginia Manufactured Housing Association, argue that mobile homes should be treated the same as any site-built or modular housing. They are interested in using the Fauquier ordinance as a test case which could invalidate similar ordinances in about 25 counties across the state, including one in Rappahannock County.
