Under the county’s ordinance, modular homes are differentiated from mobile homes, and are permitted as permanent dwellings. “The distinction is a fine one,” Zoning Administration John McCarthy admitted, but he explained that the difference lies in the permanent nature of a modular structure. Although a modular is designed to be transported as a unit to the building site, once it arrives it becomes a permanent fixture. It cannot be moved again, Mr. McCarthy said, noting that the language of the ordinance, “incorporated . . . into a modular structure that will be a finished building in a fixed location on a permanent foundation,” makes that clear.
