Add onion and green pepper. Cook until green pepper is tender.

Heat refried beans. Use a small amount of water to make cooking easier. Warm tortillas. Combine beans and ground beef mixture. Cook until fully heated. Place bean/meat mixture on tortillas and wrap into burros. Serve with salsa. Makes 6.
