quiring specialized techniques to identify, search, seize, arrest and convict those who violate Virginia drug laws.

The federal government fights narcotic traffickers with the Drug Enforcement Administration (DEA). Virginia has its Special Investigative Division within the State Police Bureau of Criminal Investigation. These troopers are the finest, bravest law enforcement professionals in the country but there are not enough of them to fight this problem.

We need to increase dramatically the troopers specially trained and assigned to the Special Investigative Division. One hundred more special troopers would not be too many in order for Virginia to have its own DEA.

While remaining a part of the Virginia State Police, they should nonetheless assume their own identity by devoting 100 percent of their time, attention and skills to enforcing Virginia drug laws. This will send a signal to drug criminals that Virginia is in this fight to win.

Further, let’s close the legal loopholes to give these troopers greater means to properly infiltrate the drug rings. Let them make better use of drug courier profiles to stop and search the motor vehicles transporting the drug runners. Give them greater accessibility to monitoring systems which coordinate air and sea traffic all around Virginia.

Just as important, let them have our good will to do their jobs. Yes, they will inconvenience some, irritate others, but Virginians should know that if we are going to win this war, within our own state, sacrifices must be made.

Fighting the drug kingpins is a deadly serious undertaking. The officers we hire and train must be paid realistic salaries with incentives for such risky work.
