Delegate Raymond R. (Andy) Guest .Jr. has received notice from Kenneth Thorson, director of the State Lottery Department, that any establishment wishing to sell lottery tickets must he licensed by the Commonwealth. Application packets will be available the end of April.
The main distribution point for these packets will be the local offices of the Commissioner of the Revenue. although a few packets will be available in Delegate Guest's legislative office.
