He called the required 1-1/2 spaces per unit insufficient, pointing out that Fairfax County requires two full spaces per unit in its complexes. “A working couple is going to have two cars,” Mr. Junk said, “and there has to be adequate space for parking recreational vehicles as well. One and one-half spaces (per apartment) does not meet that need. You are going to have lots of problems,” he warned the BZA.

Although Mr. Junk maintained that his biggest concern is with parking, he also questioned what the additional storm water runoff from paving and building on what is now an unimproved lot would cause for Sperryville’s already overloaded storm drains. “The drainage ditches are not kept clean. That’s a big problem for me — it all runs down the street to me.”

Claudia Trinca urged the BZA to reject the application because of the density violation, adding that if it were allowed it would set a precedent which could destroy the charm of the village of Sperry ville. “If you allow six units on a lot of less than 1/3 acre, then someone could purchase three 1/3 acre lots and put up 18 units. That would really have an impact. We would really lose the quaint charm of the village. ”

Mrs. Trinca stressed that her concern was the sixunit proposal and its impact on the ordinance’s zoning restrictions. She said she had no problem with a three-unit structure, which would conform to density.

Housing “is not a need which one person has an obligation to fulfill. The entire county needs to look at this problem,” she said.

Carol Frizzell voiced her opposition to the proposal, noting that “the development of Sperryville is a particularly delicate case because it is located on a floodplain.
