1988. All cutting operations will be inspected to determine the levels of best management practice applications. Loggers and landowners will be notified of the inspection finding.

It is the goal of the Department that by 1995, 90 percent of all cutting operations shall be carried out according to a preharvest plan. The preharvest plan will point out the necessary best management practices that will reduce sedimentation rates by 10 percent in 1991, 30 percent in 1995, and 40 percent by the year 2000. Landowners will be encouraged to offer timber for sale with the knowledge of all prospective buyers that the tract will be cut in accordance with best management practices as prescribed by a professional forester.

The Board of Forestry recommended other goals including monitoring sediment and nutrient loads from forestry activities beginning January, 1989; the development and implementation of an education program; the location and identification of problem areas; and assistance with corrective action.
