As one of his proudest accomplishments, Mr. Guest pointed to legislation he introduced which served to streamline state government and make it work more efficiently. They have worked, “solving problems and strengthening our state both socially and economically."
Del. Guest noted that he introduced the study resolution and chaired the joint subcommittee which resulted in the construction of the Virginia Horse Center near Lexington. He was also an early advocate of the referendum on pari-mutuel betting, which won the approval of Virginia’s voters earlier this month.
In another accomplishment which has strengthened the economic structure of the state, Mr. Guest was the sponsor of the Virginia Farm Wineries Bill. Since that proposal was introduced in 1979, the state’s two wineries have been joined by more than 40 new wineries.
