The program, although new in Virginia, was begun in Texas in 1985.
In Texas, the “adopt a road” program was accompanied by an antilitter advertising campaign aimed at adolescents and young adults — a group which is not usually targeted. It featured musicians Stevie Ray Vaughn and the Fabulous Thunderbirds, among others, doing musical commercials against litter. “By and large, it worked,” Mr. McCarthy said.
