Despite this situation, however, the Community Services Board has unanimously approved a transportation service to start by the end of November, the executive director reported. The new route will begin in the town of Washington and go by way of Sperryville and Culpeper to the FORE workshop, “thus covering the needs of those clients who were denied service when FORE last shutdown their route,” she wrote the Jackson District supervisor.
But, Ms. Gorman emphasized, the van route will be resumed only on a six-month trial basis. “Because no funds for this route are budgeted, we are going out on a fiscal limb,” she said, asking for Col. Bingham's “expertise and advice” on how best to attract additional riders and make the route more cost-effective.
Also, the Center is trying to recruit a part-time driver who lives in the Washington, Va., area to reduce the expensive problem of “dead-ending” at the start and close of each day with the van needing to return to Culpeper, she noted.
If the cost effectiveness cannot be improved, the transportation will cease after six months “because we obviously cannot shut down an existing route serving 12 to 14 clients in order to pay for this one,” Ms. Gorman cautioned.
The efforts to reinstitute transportation for Rappahannock residents to the FORE workshop comes apparently as the result of an agreement reached some months previous by the Center’s executive director and Jackson District’s supervisor.
“I trust you will accept my apology for the delay,” Ms. Gorman wrote in her Oct. 19 letter to Col. Bingham, “but you struck me as a ‘results-oriented’ man and I didn’t want to waste paper telling you nothing versus delivering what we shook hands on to produce.”
