An editorial titled “The issues,” which appeared in the Front Royal- \ Warren Sentinel (Sept. 6) correctly pointed out that there is more to discuss in this fall's campaign than Avtex Fibers. The pollution caused by Avtex is a major concern in this district, and the attention this issue has received has been appropriate. But, I am asked, besides your strong stance against Avtex pollution, what other views do you have? OK, here goes:
Growth and Development: Everywhere I go in the district, people are concerned about the westward push of North Virginia development. They say “Don’t let us turn into a mass of townhouses like Centreville, or a commercial strip like Manassas.” Local government is frequently stymied in its attempt to control growth because it only has such powers as the State Legislature gives it.
Local government needs the authority to impose impact fees on developers for road and school construction, and for other necessary off-site improvements. It needs the authority to control the appearance of developments. And, local government needs immunity from monetary damage lawsuits brought in response to its land use decisions.
Abortion Following the Webster decision by the U.S. Supreme Court, the responsibility for future abortion legislation has been shifted to the state legislatures. My position is straightforward. I am pro-choice. I will not interfere with a woman’s right to make her own choice, and I will not support legislation designed to meddle in a matter which is none of the government’s business.
