problem. The WSA members agreed that Mr. Falls is entitled to the same benefits as any other full-time county employee, a total of up to two weeks of vacation time, and up to 21 days of sick leave. However, that still leaves the problem of who will operate the plant if Mr. Falls is unable to do so for a period of time.
The plant operator must be licensed. Training is required for the license. “He is the only man in Rappahannock County who can run the plant,” Charles K. “Pete” Estes said.
Mr. Estes and fellow WSA member Carson Johnson have been going to the plant regularly to learn from Mr. Falls what needs to be done, but neither wants to take over the operation of the plant.
They agreed that they need to develop a detailed list of procedures, the steps required for each test, and the actions to be taken depending on the results of the tests. They also agreed that what is needed is a someone else to become licensed to operate the plant.
The problem, they agreed, is that anyone who took the training and studied for the license could easily get work outside the county, and there still would be no back-up for Mr. Falls. That dilemma was left unresolved at the WSA’s Aug. 2 meeting.
The members also agreed to do some research on whether certain commercial establishments are being billed for the correct number of equivalent dwelling units (EDUs) and to be ready to vote on those at the September meeting. A study of commercial EDUs has been postponed month after month since spring.
