WSA members agreed to explore the possibility of attaching a device in a sampling of tanks in the service area to determine how frequently the pumps cut on to pump effluent to the plant. The plant was designed for a capacity of 55,000 gallons per day. That was supposed to serve 296 EDUs. With 273.5 EDUs assigned, about 20,000 gallons per day are going through the plant, Mr. Estes said.
Member James Swindler, who was not at the meeting, sent a letter he had received from James W. Fletcher III asking if four EDUs could be held in reserve for a multifamily dwelling he is planning to construct in Sperryville, or if the WSA could at least give him warning when the plant is nearly “maxed out.”
Mr. Johnson said there is a precedent for holding EDUs in reserve for up to six months, but no longer. Mr. Estes suggested that if all the plant’s patrons were using the plant fully there would be 25,000 to 30,000 gallons processed per day. Mr. Johnson said he feels the potential now is closer to 45,000 gallons per day.
The authority also authorized Mr. Johnson to talk with a representative of the State Water Control Board about installing a dechlorinator to keep the plant from being in violation of state laws.
