rational system is the new right of counties to have school board elections. But the spate of regulations brought to Virginia schools during the Robb, Baliles and Wilder administrations are unfair, said Rep. Allen.

“Overall, we have asked the school system to do so much,” such as cook breakfast, teach sex education, and provide after-school programs. “We have to make absolutely certain we do nothing to infringe on parents’ participation in their children’s education.”

He said the state is “spending a lot of money on [education], but I think people want more accountability.”

He endorses giving students standardized tests before promoting them in school. “When they graduate from high school, they have to have the ability to do high school work,” he said.

He said the failure of pledge bonds “vindicated” his minority vote against them in the General Assembly. “The voters just stomped it, it was 80 percent or something.”
