Like health and welfare the category for judicial administration doesn’t cover all the expenses. The costs of the commonwealth’s attorney offices are included as are expenses connected with the clerks’ offices. A major portion is an estimate of the cost of caring for juvenile offenders who cannot be put up in the jail and have to be sent to facilities outside the county. However, the salaries of clerks, magistrates and judges are not included.
Community development covers such things as the Planning Commission and Board of Zoning Appeals. The county’s share of the cost of the extension office is also included as are the expenses of the Sperryville sewage treatment plant.
Parks, recreation and culture is the smallest category in the budget. The cost of operating the library is the major expense in this category.
Debt service, at 2.3 percent of the budget, is shrinking. It covers the cost of principal and interest on literary loans that were used to build the schools.
