State Sen. H. Russell Potts, RWinchester, said Gov. Holton was a coalition builder and a pioneer in Virginia politics.
“When he put together his coalition, he advocated a philosophy of inclusion. I hope that’s something the Republican Party of the future will be.”
State Sen. Potts, whose own political career was influenced by Gov. Holton’s contribution, said the former governor has left the legacy of a two party system.
“I think it’s critical that we have a two party system,” he said.
Del. Alson H. Smith, D-Winchester, said Gov. Holton was the first governor to hire a minority to run the state Office of Minority Affairs.
