Gov. Holton said the construction cost for the facilities under the federal program was reduced to 20 cents per dollar.
“We tightened up the laws regarding pollution and we made every river in Virginia swimmable again,” he said.
Gov. Holton said at least 15 million gallons per day of raw sewage from Northern Virginia was being dumped into the Potomac River prior to a lawsuit filed by the state against the Washington Sanitary Commission. The judgement forced the commission to cease its disposal of untreated wastewater and improve its treatment facility, he said.
Gov. Holton said he favored extending the gubernatorial term. He said it would be helpful if governors were allowed to serve on six-year term.
Gov. Holton said Gov. L. Douglas Wilder has faced much tougher times on an economic level than he did during his term. Gov. Holton said the state’s revenues had regulary surpassed his estimates.
