During the opportunity for public comment on the budget, three par-, ents asked if there is any way to1 build another school, either a primary or middle school, instead of building an addition to the elementary school.
They were advised to get involved in working on the futureneeds in the upper grade levels once the addition has been built.
Wakefield District representative Paul Nichols asked about funding for free textbooks.
Dr. Gangel said the General Assembly had passed a law mandating free textbooks when funding is available. He said funding is not yet available. He noted that the bill required the state to fund 75 percent of the cost. He said if funding is ever available, he doubts that it will be as much as 75 percent state funds.
He noted that the state claims to have funded a three percent raise for^ teachers. In Rappahannock’s case' that amounts to $15,400 more in state funding, while the actual cost of giving a three percent raise with step increases comes to nearly $120,000.
“They talk out of both sides of their mouths down there,” he said.!
Mrs. Massie agreed. “They nedd some math classes down there,” slje said. “It is not right to deceive the general public, and that is deception.”
Dr. Gangel said that later information from the state indicates th$t the county will receive an additional $2,400 for vocational education and $428 for foster care. He recommended that the $2,400 be added to the budget to purchase a piece of software that will link computer aided drafting with computer aided manufacturing, and that the county’s share for operating costs be re£ duced by $428.
The board voted to spend $8,350 to install flashing lights for both tha elementary school and high school when the four-lane project is opened to traffic. Funds for this expense were not included in the current budget. !
The board also voted to have thq, PTO proceed with building the pirate ship. Funds for the new piece of playground equipment have been raised. The pirate ship will be located away from the area for the ad-? dition. , *
The board adopted policies that set hours and days for various contracts and approved a policy that would allow the school system to dock the pay or terminate an employee who takes “unauthorized leave.”
Board members visited the office for the RJR/Nabisco project and saw a demonstration of some of the computerized lessons being developed for the program.
