By LEE BIRD On Wednesday, 3 March 1993, 54 Representatives and 4 Senators introduced identical bills, “The American Health Security Act”, (H.R. 1200 and S. 491) that would establish a National Health Care Program (NHP).

The legislation would do the following;

• Make health care a guaranteed right for allcitizens and legal aliens;

• Sever the link between health coverage and employment;

• Guarantee everyone the same benefits;

• Reduce administrative costs by establishing a single-payer (i.e. the government), using taxes to pay for all health care. .

That 58 members of Congress are eager to be identified with this program indicated broad popular support. Indeed, recent national polls have consistently shown that about 67 percent of the American people support a tax-financed NHP.

Such polls include; NBC (1989)67 percent; LA Times (1990)-72 percent; CBS-NYT (1990)-64 percent; Gallup for Blue Cross (1990)-60 percent; Roper (1990)-69 percent; and Associated Press (1990)-62 percent.

Many large corporations, such as Chrysler, have endorsed an NHP. Why? Data supplied by Chrysler show that in the U.S., health benefits cost $700 per car as compared to $233 per car in Canada. On this point, since Chrysler operates plants in both nations, the company’s knowledge is first-hand, and devastating to advocates of an employer-mandated plan.
