Rappahannoc k News Special Writer r When the Skyline Drive was threatened with a budget-generated closure last November, the hue and cry of an alarmed citizenry forced the National Park Service to reconsider, and the plan to close part of the scenic parkway was shelved.
But forces more powerful than fiscal constraints have been at work this year, and, indeed, the drive has been closed a good part of the year.
