Dei. wood said, as a lormer small business owner, one of his roles in Richmond was to provide a “reality check” for bills affecting small businesses. He said he helped to defeat bills that would have required all businesses to install “expensive” exhaust fans and any business selling toys to label any toys not safe for children younger than three.
“The intent of the bills was good,” he said, “but they were not practical.” He said that manufacturers should be responsible for labelling toys. “I was able to make them aware that a lot of small Mom and Pop stores can’t afford to do something like that,” he said.
Del. Wood said he has also been working to get the new state park on the Shenandoah River located in Warren County and to get the bridges across the north and south branches of the Shenandoah in Front Royal replaced or repaired.
Del. Wood said much of the next session will be taken up with the state budget. He noted that Virginia has been rated first in fiscal responsibility, but there are still problems that will put increasing pressure on state funds. He sees continued problems from defense cutbacks, and new obligations to deal with “educational disparity”, to refund taxes owed to federal retirees, and to provide prison space. He notes that the lottery may not continue to bring in more and more money as North Carolina starts its own lottery.
He said the refunds due federal retirees can be met with tax credits or bonds. He said he favors denying bail to any person convicted of a violent crime, but notes this will increase pressure to build more prison space.
