“The closest anyone came to us was 57 percent of what we charge,” said Patrick. “It was apparent that we had to make some revision to our fee schedule. We were way off balance, but then we didn’t anticipate a PMD (planned mixed use district) zoning request coming in the size of this one.”
As it stands, the revised application fee for a PMD rezoning is still $6,540. The fee for the first 500 acres is now $200 an acre; 501 to 1,000 acres — $100 an acre; 1,001 to 1,500 acres — $50 an acre (in addition to fees for the first and second 500 acres). For acreage above 1,500, applicants pay $25 an acre.
“We had to find a way to provide encouragement to business without reducing the fee below what we thought the staff needed to offset its costs,” said Patrick.
The Board came under fire from a number of citizens who, along with Ms. McManus, charged that in view of the county’s alleged $20 million budget shortfall for the next year, it was inappropriate to cut zoning fees for a wealthy company like Disney, particularly when it has yet to reveal explicit plans for the project.
