County Administrator John McCarthy said the applicants had complied with all the proffers they had offered. Their site plan application included specifications for the shielded lights they would use and location for plantings that will be used to screen the commercial operation from neighbors.
Mr. McCarthy said the planners would have to decide whether the final plans were “substantially the same” as the original plans. If they decided they were not, they would have to advertise and hold another public hearing, Mr. McCarthy said.
The planners in giving approval agreed that the plans were not significantly changed from the original application.
In recommending amendments for field parties the planners loosened the text somewhat by allowing parties to last until 1 a.m. on weekends and specifying a special use permit rather than a special exception for those that require action by a county board. Mr. McCarthy will be able to approve a permit administratively for any given location once in three years. However, the amendments will require that he notify neighboring landowners at least
