The supervisors also agreed Mr. McCarthy should write to the Culpeper County Board of Supervisors asking if they will agree to have their Bell Atlantic customers give up their basic 911 with its call back feature so Rappahannock customers can have E-911. They did not hold out much hope for this approach, however. “They are .sympathetic, but they have their constituencies to represent,” Mr. McCarthy said.
