To the outrage of not hooking Rappahannock's Bell Atlantic customers with Culpeper exchanges up to the county’s new Enhanced .911 emergency dispatch system until Culpeper County is ready to implement its own E-911 system, the company has added the further outrage of insisting that even its 987 exchange customers will not be hooked up until 95 percent of them notify the company that they want to be connected.

The Board of Supervisors’ decision to seek relief from this lack of service through the State Corporation Commission is entirely justified but unfortunately not likely to be successful. Over the years the SCC has been helpful in slowing down the pace of utility rate increases, but it has.not taken much interest in the problems brought on by the lack of conjunction between utility companies’ service areas and the borders of the state’s own political subdivisions.

This week brings news that more than 70 percent of Centel’s 675 exchange customers who bothered to vote on the issue voted to pay S3.08 more per month to be able to call 636 and 635 exchange numbers toll free. This will mean that not only will calls to Front Royal be toll free from Washington and Flint Hill, but also Chester Gap ; and Huntly residents will be able to call the county seat toll free. This change is still several months in the future, however.

This follows the vote taken earlier in which these same Centel customers agreed to pay $4.35 more per month to be able to call Bell Atlantic’s Culpeper exchange customers.

The problem of county residents not being able to call the county ; seat without paying long distance changes is gradually being solved, but Washington and Flint Hill residents are paying a heavy burden for this increased service.
