“The governor is misleading the public by saying this act didn’t affect the money education received this year. Well, of course, it didn’t. That money had already been appropriated. This act earmarks lottery money for education starting next year. He doesn’t bother being real honest about it.”
The education act specifically designates several programs for allocating the lottery proceeds, including classsize reduction, dropout prevention and English as a second language.
“These have been funded by the state already, but there was no guarantee they would stay funded,” Van Landingham said. “This ties down the funds and guarantees it.... but if George Allen gets a Republican majority in the next election he can change this before it ever goes into effect and that’s the danger.”
