To the Editor:
A central theme of Sen. Dole and the Republicans .campaign this year is that President Clinton's budget package contained "the biggest tax increase in history," which established him as a "tax and spend liberal."
Here are the facts:
First of all, the 1982 bill sponsored by Sen. Dole and signed by President Reagan was the biggest when measured in current dollars. When adjustments are made for inflation, Businessweek reported, the 1982 tax increase is valued at $278 billion, while the 1993 increase of $240 billion is valued at only $227 billion.
Second President Clinton's 1993 budget package included both tax increases of $240 billion and cuts in Federal spending totaling $255 billion over five years. Please note that this
