Well, for one thing, the voters of the state overwhelmingly approved of parimutuel wagering on horses more than a decade ago, but since then curious things have happened. When Colonial Downs was built — a beautiful track on a terrible location — those who invested in it as well as state racing officials knew full well it would never be able to survive unless it could depend on year- around revenues from off-track horse betting parlors.
