But in referendum after referendum in Northern Virginia localities off track betting parlors have been rejected. And since any such parlors must be approved locally, there are none from Richmond to the D.C. line.
This is democracy at work and if the people of Arlington or Manassas Parji or Fredericksburg, or wherever, don’t want betting parlors they have every right to reject them, something they have consistently done.
