tributed to states from horse racing are a drop in the bucket compared to the revenues from lotteries which are stupendous, though playing lotteries is the world’s biggest sucker bet.
Play a horse at 30-1 and folks give you look as if you’re really stupid, but play Virginia lottery at odds of 7.1 million-1 and it’s considered routine, though the state is extracting half of every dollar bet. Even more curiously, legislators who have fought the spread of horse betting parlors where mostly old geezers (including this one) sit around with racing forms and try to figure a way to break even since they need the money, have been falling all over themselves to get a share of lottery profits for whatever pet projects they have, including school construction.
