So, my fellow countrymen, unless there is found to be an apparent full majority likely to conclude that the chief executive’s actions and disposition have reached to the point of incapacity to fulfill the duties of office, it is my view we should not put the nation in danger by embarking on a course which challenges the legitimacy of the governing authority ... Before proceeding with hearings to this end then, the people’s representatives must hear first, both loudly and clearly, the voice of the people. In our democracy, therein lies guidance. For the good of the nation is none other than the good judgment of its people.
